PREPUBLICATION REVIEW

WHAT IS PREPUBLICATION REVIEW?

The prepublication review process ensures that information proposed for public release contains no classified or protected information and is consistent with established DIA, DoD and IC policies. This applies to any information pertaining to military matters, national security issues, or operational security (OPSEC) concerns of DIA, DoD, or the IC that upon disclosure reasonably could be expected to cause damage to national security. Therefore, an OPSEC and classification review will be performed for both official and unofficial information intended for public release. This includes personal resumes that will be posted to public websites for recruitment and hiring purposes. All current and former DIA employees, military members, and affiliates have a lifelong requirement to protect classified material.

Materials requiring prepublication review may include but are not limited to the following examples:

GENERAL REVIEW PROCESS

Submitted resumes and products from former employees will be accompanied by an email from the requestor including the name of their former supervisor, organization, and a statement that the attached material is UNCLASSIFIED.

All official and non-official products submitted for review require an OPSEC review. The respective Directorate’s OPSEC reviewer will examine and provide written confirmation to the Information Management and Compliance Office's (IMO) Prepublication Review Program that the review is complete and annotate any required revisions.

The IMO Prepublication Review Program will contact the requestor via email with any questions, provide comments, and confirm that any product is cleared for public release.

All current and former Agency personnel (civilians, military, contractors, interns, etc.) who signed DIA’s mandated Non-Disclosure Agreement have a lifetime obligation to protect DIA, DoD, and IC information. Therefore, any materials or products intended for public release must be reviewed and processed by the IMO Prepublication Review Program in coordination with the respective Directorate’s Operations Security and subject matter expert(s).

DIA’s Information Management and Compliance Office manages the Agency’s Prepublication Review Program which is responsible for ensuring the protection of classified or operationally sensitive information, including intelligence and intelligence-related information that could potentially cause harm to national security.

Applicability:
It is the responsibility of any current or former DIA or Intelligence Community employee, whether military, civilian, or contractor, to submit any nonofficial materials listed on this website for review prior to disclosing to any unauthorized personnel in accordance with Intelligence Community Directive 711, Prepublication Reviews.

Review Process:
For current Agency or Intelligence Community employees, you are required to submit any materials for review on a classified network to reduce the risk of unintentional disclosure. Former employees or individuals who no longer have access may utilize the NIPRNet process for submission by completing the Prepublication Review Form from. The form will be provided once communcations are established via the Contact Us page.

Upon receipt of a request, the Prepublication Review Program will contact the requestor within 5 business days to acknowledge receipt.

If the review exceeds 30 business days from the date of acknowledgement, the Prepublication Review Program will contact the requestor and provide an update on status.

Timelines:
Please note that DIA prioritizes official products for review. We strive to provide responses to reviewers within a reasonable timeline. For unofficial products, the following are estimated timelines for awareness:

The Prepublication Review Program will provide status updates every 30 business days as needed.
*If a product requires further review, additional time may be required.

Information of Concern:
If the Prepublication Review Program identifies information of concern, they will coordinate with the requestor to provide clarifying information or alternative language.

Appeal Process:
If a requestor desires to submit an appeal to the DIA regarding the review comments or classification determinations, the submitter will have 60 business days to submit a written appeal. The Prepublication Review Program will communicate with the submitter the details of this process, the deciding authorities, and determine the way forward.

NOTE: The actual review time may vary based on possible lapse in appropriations, reduced personnel manning, current workload, length/subject of the material submitted, and if internal/external coordination with other DoD, IC, or U.S. government entities is required.

RESUME REVIEWS (GG-15 OR BELOW)

Former Agency employees who intend to post their resumes to recruitment, hiring or other public websites are recommended to request a Prepublication Review of their resume, biography or Curriculum Vitae (CV) to DIA’s IMO Prepublication Review Program. The Prepublication Review Program will acknowledge receipt of a request and provide additional guidance for the review process and anticipated timelines for completion.

Current Agency employees who desire a resume review must submit their request on JWICS with their Chain-of-Command at the O-6/ GS-15 level or above – or, alternatively, may use a 2-person reliable review on JWICS by persons cognizant of the appropriate Security Classification Guide / organization / missions / experience listed.

NOTE:
You may reference your security clearance status using the following statement: “CLEARED FOR TOP SECRET INFORMATION AND GRANTED ACCESS TO SENSITIVE COMPARTMENTED INFORMATION BASED ON A SINGLE SCOPE BACKGROUND INVESTIGATION COMPLETED ON (DATE)”

REMINDER:
Official DIA information appearing in the public domain shall not be considered automatically UNCLASSIFIED or approved for public release. Information remains classified and must be protected until the U.S. government official with Original Classification Authority (OCA) declassifies the information.
