Who We Are
The DoD Embassy and Consulate Services (DECS) serves as the Liaison Office between the Department of Defense (DoD) and the Department of State (DoS) by representing DoD elements under the Chief of Mission (COM), and the Combatant Commands (COCOMs) authorities that use the International Cooperative Administrative Support Services (ICASS) Program. ICASS is the principal means by which the U.S. Government provides and shares the cost of common administrative support at its more than 150 diplomatic and consular posts overseas.
DECS also supports DoD organizations in meeting the requirements of the mandated Capital Security/Maintenance Cost-Sharing (CSCS/MCS) Program. This program requires DoD activities to right size their overseas staffs, and support State in providing safe, secure, and well-designed facilities at a fair price.
