Major General Francis M. McGinn is the Mobilization Assistant to the Director, Defense Intelligence Agency (DIA), Washington, D.C. He is the principal advisor to The Director regarding the effective integration and employment of over 1,200 Reserve Forces supporting DIA from across the services. He is also the Director of the Reserve Integration Office.
Major General McGinn is a career Army Signal officer with numerous assignments throughout the Massachusetts National Guard. He deployed to Tikrit, Iraq in support of Operation IRAQI FREEDOM. He has commanded at the company, battalion, and brigade levels.
Other key assignments include Garrison Commander, FOB Speicher, Tikrit, Iraq; Post Commander, Camp Edwards ARNG Training Site; Assistant Adjutant General - Army, Joint Force Headquarters, Massachusetts National Guard; and Deputy Commanding General-Support, 42nd Infantry Division Troy, NY. MG McGinn's assignment prior to serving at the DIA was in a dual hatted role as both the Land Component Commander of the Massachusetts National Guard and as the Deputy Commanding General, ARNG for the United States Army Cyber Center of Excellence, Fort Gordon, GA.
Major General McGinn has a Bachelor of Science in Criminal Justice from the University of Massachusetts, a Master’s degree in Criminal Justice from the Anna Maria College, and a Master’s in Strategic Studies from the United States Army War College. He was also a National Security Fellow with the Syracuse University Maxwell School of Citizenship and Public Affairs and has attended the Leadership in Homeland Security and General and Flag Officer Homeland Security Executive Seminars at Harvard University. His awards and decorations include the Legion of Merit, Bonze Star, and Meritorious Service Medal (4OLC). Major General McGinn is a retired Massachusetts State Police Major.
