Solutions for the Information Technology Enterprise (SITE) contract establishes an acquisition framework for delivering Information Technology services & capabilities that will support the global intelligence and C4ISR assets vital to the security of the United States. SITE, an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract, will provide receptive, adaptive, and timely solutions for organizations to satisfy current and future information technology requirements. Support requirements range from per call and “on-call” to full-time attendant support at sites around the world, including locations considered high risk, crisis/danger areas.

SITE will be a multiple award contract vehicle that will allow for competition between SITE awardees for work at the Task Order level. Each Task Order will specify the IT solutions & services as outline by a Statement of Objectives (SSO), Statement of Work (SOW) or Performance-Based Work Statement (PWS). The SITE contract frameworks provides for centralized oversight & monitoring with decentralized execution through MOA/MOUs with Services and agencies.

SITE Supports
Departments and agencies supported by this contract vehicle include, but are not limited to, the Defense Intelligence Agency, Army, Navy, Air Force, Marine Corps, Coast Guard, Combatant Commands, Joint Reserve Intelligence Program, National Command Authorities, other Defense Agencies, and non-DoD Departments/Agencies with intelligence missions or which utilize C4ISR (Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance)and DoD intelligence systems.

Contract Structure
SITE is a multiple award Indefinite Delivery/Indefinite Quantity contract. Task orders are competed among all awardees as described below.


Task Order Types
A task order specifies and authorizes work to be accomplished by the Contractor to satisfy Government requirements. Task orders issued under this contract will not be synopsized. Task orders shall be awarded on the basis of lowest price, technically acceptable or best value. The following are examples of the types of task orders which may be issued:
• Fixed Price Level of Effort • Firm Fixed Price • Cost Reimbursement (CPIF, CPAF) • Time and Materials • Labor Hour


Awarding Orders
Ordering agencies shall give all multiple award contractors a fair opportunity to be considered for task orders exceeding $3,000 except for those set aside for small business unless one of the following exceptions applies: • The agency’s need for the services or supplies is so urgent that providing a fair opportunity to all contractors would result in unacceptable delays; • Only one awardee is capable of providing the services or supplies at the level of quality required because the services or supplies ordered are unique or highly specialized; • The order must be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were give a fair opportunity to be considered for the original orders; or • It is necessary to place an order to satisfy a minimum guarantee.
