Contracting with DIA

Overview: Because of its unique mission, the Defense Intelligence Agency conducts its contracting business through the Virginia Contracting Activity, also known as VACA, which is a vital element of the Office of the Acquisition Executive (AE).  Through VACA, DIA acquires the necessary products and services required to support its combat support mission.

Located at the Defense Intelligence Analysis Center (DIAC) on Bolling Air Force Base, Washington , DC , VACA conducts the majority of its procurements as full and open competitive or small and small disadvantaged business set-aside, including 8(a)'s. In addition, it conducts those procurements between $3,000 and $100,000 utilizing several sources including GSA Ebuy, GSA Advantage, GSA-Government Wide Acquisition Contracts (GWACs) including HUBZONE and Service Disabled Veterans and NASA Solutions for Enterprise-Wide Procurement (NASA-SEWP). Credit cards may also be used for purchases at or below $3,000.00.  Additionally, opportunities are often posted on the Federal Business Opportunities Website (www.fedbizopps.gov) .

Supporting DIA's Small Business Community is the Office of Small and Disadvantaged Business. Please feel free to contact that office for assistance in obtaining contracts to support DIA's mission.

All businesses, whether large or small, are now required to complete contractor registration through the "Central Contractor Registration" (CCR) site ( www.ccr.gov ) maintained by the Defense Information Systems Agency. To register with CCRS, you will need a D-U-N-S number from Dunn and Bradstreet and a Commercial and Government Entity (CAGE) Code from the Defense Logistics Service Center (DLSC). Links to these sites may be found on the CCR site (www.ccr.gov) . In addition, contractors need to register and submit the representatives and certifications at ( www.orca.gov)

DIA requests all contractors use the CCRS and NOT submit the SF129.

Contractor Registration Background:  Mandatory Contractor Registration became effective on 31 May 1998. In accordance with Federal Register: 31 March 1998 (Volume 63, Number 61)[Rules and Regulations][Page 15316-15318] 48 CFR Parts 204, 212, and 252, [DFARS Case 97-D005], the Director of Defense Procurement issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to require contractor registration in the DoD Central Contractor Registration database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement, unless the award results from a solicitation issued on or before 31 May 1998. This rule more efficiently implements the Debt Collection Improvement Act of 1996. All businesses, large and small, must use the "Central Contractor Registration" (CCR) site , maintained by the Defense Information Systems Agency, to comply with this mandate. Eventually, this system will be enhanced to provide complete search capability to allow users to locate specific vendors by SIC code, products, etc.
