The Defense Intelligence Agency (DIA) competition advocacy functions with offices located at the DIA Defense Intelligence Analysis Center (DIAC) at Bolling Air Force Base, Washington , DC .
Competition Advocate Responsibilities
Serve as the principal advisor to the Senior Procurement Executive on matters relating to competition
Promote full and open competition. Challenge barriers to full and open competition in the acquisition of supplies and services.
Participate in the development of agency acquisition policy, review acquisition plans for competitive contracting to ensure that transactions expending public funds are expended in accordance with applicable statute or regulation.
Promote acquisition of commercial goods and services to meet the agency's requirements.
Participate in major acquisition strategy working groups.
Serve as the agency market research focal point, meeting with industry representatives on a regular basis.
Reviews acquisition processes to ensure fairness.
Serve as Ombudsman for agency task order contracts and as the agency official for resolution of disputes under the Alternative Contract Dispute Resolution clause.
The Competition Advocate, acting as the Commercial Advocate, can provide assistance and guidance in the areas of market research and methods of finding commercial solutions for DIA's requirements.
